We may have our own standard when we gauge a person, be it to employ the person or to select a person for some kind of projects. What are our measuring standards? In I Samuel 16:7, 18, we have a glimpse of how God made the selection. The Lord said to Samuel, “Do not look at his appearance or at his physical stature, because I have refused him. For the Lord does not see as man sees; for man looks at the outward appearance, but the Lord looks at the heart.” Further criterias are such as one who is skillful in whatever his hands find to do, a mighty man of valor, a man of war (a spirit of seeing that justice is done and not allowing God's Name to be defied - 1 Samuel 17:45) , prudent in speech and the Lord is with him.
